Help! My power button on my tower asus desktop is not working! Do I need to remove the cover?

That white fan you have installed in the back, is that to pull cool air in or blow hot air out?
I have the same tower, just not sure how I should configure the fans.

Cover is off, the power button on the unit, not on the cover, the little plastic piece that
covers the light was broken, and is why the unit wouldn't power on, so now nothing covers the light. Where can I find that part, I can't find a replacement part anywhere, need suggestions.
