For the best speed then install the M.2 first and then install windows on it and then install SSD and change windows swap file to be on the SSD instead and make the m.2 swap file size to be min and max size of 128/128 Keeping it at a fixed size on the M.2 drive will stop the pc from recomputing a different size thus increasing more speed.

Ultimate speed will be achieved when you disable themes and if you plan on never sharing files over a local network then you can also disable computer browser as well and disable Windows search.
